
Main Street Facade Grant
The Rio Grande City Economic Development Corporation (EDC) Main Street Facade Grant program is designed to enhance the visual appearance and functionality of commercial properties within the Rio Grande City Main Street District. This initiative supports property owners and business operators in revitalizing building exteriors, contributing to a more attractive and economically vibrant downtown area.
The program offers a 50% matching reimbursement grant of up to $5,000 for eligible façade improvement projects.
Program Objectives:

Improve the aesthetic quality of the Main Street Commercial District

Encourage reinvestment in existing commercial properties

Support economic development and increased visitor activity downtown
Eligible Improvements Include:

Exterior painting and façade enhancements
-
Repair or replacement of windows, doors, and architectural details

Awnings and canopies compliant with district standards

Exterior lighting, roofing visible from street level, and signage (subject to review)

Murals, art, and design elements that enhance the building façade
Ineligible Improvements Include:

Interior renovations
-
Landscaping or outdoor furnishings
-
Work started prior to grant approval
-
Certain exterior elements not aligned with program guidelines
Basic Eligibility Requirements:
Applicants must meet the following criteria:

Property must be located within the Rio Grande City Main Street Commercial District
-
Applicant must be the property owner or have written owner authorization
-
Business must be in good standing with all city permits, taxes, and utilities
-
Property must be actively used for commercial purposes or open within 90 days of approval
-
Applicant must comply with all applicable local and state regulations
How to Apply
Applicants must complete and submit a full application package for consideration. Funding is limited and awarded based on eligibility, project impact, and availability of funds.
Application Timeline:

Applications are available October 1 through May 1 each year

Projects must be completed within 90 days of approval

Final documentation must be submitted by August 1 for reimbursement
Required Documentation:

Completed and signed application form

Certificate of Occupancy (or proof of application)

Photos of the existing building façade and surrounding properties
-
Project description, scope of work, and cost estimates

Sketch or rendering of proposed improvements (if applicable)

Proof of property ownership or owner authorization

Proof of current taxes and sales tax filings
-
Completed W-9 form
Application Process:

Confirm the property is located within the eligible Main Street District

Review program guidelines to ensure project eligibility

Prepare required documents, including project plans and cost estimates

Submit the completed application to the Rio Grande City EDC office

Applications are reviewed by the Main Street Advisory Board and approved by the EDC Board

Upon approval, obtain contractor estimates and begin work (after approval only)

Complete the project within the required timeframe

Submit paid invoices, receipts, and required documentation

Project will be inspected prior to reimbursement

Receive grant reimbursement upon final approval
