Rio Grande City EDC welcomes new Board of Directors

The Rio Grande City EDC welcomed new community leaders to its board of directors at its monthly Board of Directors meeting on June 20, 2024. At the meeting, the Board elected Dalinda Guillen as President, Lynda Davila as Vice-President, Fred Lopez as Secretary, and Mario Mendez as Treasurer.

 

“We want the EDC to continue to prosper and these new board members, from various fields such as banking, engineering, finance, and many different walks of life will represent the community and the needs of the city,” said Mayor Gilberto Falcón.

 

Ediel Barrera, Lynda Davila, Jose Guadalupe Garza, Dalinda Guillen, Fred Lopez, Mario Mendez, and David Reyna were nominated and approved by the city commission in June 2024.

 

The Rio Grande City Economic Development Corporation (EDC) board plays a pivotal role in guiding and setting policies for the EDC. This organization, which consists of five dedicated employees, oversees the city’s endeavors in job creation, business development, and more.

 

The new board comprises small business owners, finance, construction, law, transportation, and real estate experts. More information about their backgrounds can be found below in alphabetical order.

 

Ediel Barrera owns Regina Enterprises, LLC, a business established in 2010, and is currently serving as a City Commissioner for the City of Rio Grande City. With a Bachelor’s degree in Business Administration from UTRGV, Ediel has a strong educational foundation that complements his diverse professional experiences. In addition, Ediel was an elementary bilingual teacher, highlighting his commitment to education and community development. He worked as a Transportation and Logistics Coordinator for Chevron Tahiti Project, a record-setting oil and gas development in the Gulf of Mexico’s deepwater.

 

Lynda Davila has a wealth of experience in land development and financial management. She currently serves as the Financial Manager and Director of Operations at Rio Vista Development and is pivotal in overseeing the operations of Sheerin Development and Super Starr Storages. Lynda is a licensed loan originator and owns 4L, LLC, a company specializing in note disclosure and servicing. Her commitment to community development is also showcased through her eight-year City of Rio Grande City Planning and Zoning Committee tenure.


Jose Guadalupe Garza is a Business Relationship Manager at Lone Star National Bank. With five years of experience in commercial banking, he focuses on building new business relationships, providing exceptional customer service, and managing commercial lending for businesses. Jose graduated from the University of the Incarnate Word in 2015 with a degree in business administration, specializing in Finance. His academic background has equipped him with the knowledge and skills necessary for success in the financial industry.


Dalinda Guillen is the Market Manager for Texas Regional Bank in Starr and Hidalgo Counties. She helps attract and grow commercial banking relationships and assists with the company’s economic development and public policy efforts.  She was previously the Executive Director for the Rio Grande City EDC where she worked alongside the city commission to develop and advance strategies that led to unprecedented growth in commercial investment and public revenue.  Before joining the RGC EDC, she was the Media and PR Coordinator for South Texas Health System serving as spokeswoman and managing media and corporate relations for the marketing division. She is a graduate of Texas A&M University. She is civically engaged and is currently the Secretary on the Board of Directors at Workforce Solutions serving Hidalgo, Starr, and Willacy Counties.

 

Fred Lopez has worked for the Texas Department of Transportation for 17 years and is the Roma Maintenance Section Supervisor for the Pharr District. He serves on the Texas Workforce Solutions Lower Rio Grande Board. Outside his professional life, Fred is a community volunteer of the Knights of Columbus Council #2597, Immaculate Conception Church, and a Starr County Youth Fair Announcer. 

 

Mario Mendez has 23 years of experience in public accounting and is currently a managing member at Mendez & Robles Business and Tax Consultants. He obtained a Bachelor’s in Business Administration with a Major in Accounting from Texas A&M-Kingsville and is an IRS Enrolled Agent.

 

David Reyna is the owner and president of multiple companies and is a Lone Star National Bank Starr County Advisory Committee member. With nearly two decades of experience, he has successfully operated and managed day-to-day activities for Reyna Homes, specializing in building custom homes throughout the beautiful Rio Grande Valley along with Riverside Building Materials and DVL Investments.
